The Federal Emergency Management Agency (FEMA) has received a subgrant application for City of Manchester, for the removal and replacement of City of Manchester Water Line Damage. Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.

An initial disaster-wide Public Notice was published June 16th, 2023, for DR-4711 Severe Storms, Flooding, Landslides, and Mudslides, Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project- specific final notice for FEMA’s funding of an action located within a Special Flood Hazard Area. FEMA has determined that the only practicable alternative is to fund the repairs of City of Manchester water line, already located within the Floodplain prior to the event.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, Floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

FIRM Panel effective 09/28/2007. Sites are located inside ZONE A regulated floodplains. 

Proposed Work and Purpose: SOW: Applicant will utilize contracts to replace Oneida water line. Water line consists of 2190LF x 8in Dia. PVC water line. Original location was washed away in a landslide. Mitigation proposed is the relocation of the water line closer to HWY 11 at a higher elevation than it was. 

Project Alternatives:

(1) Relocation of facilities outside of the floodplain – The relocation of the water line outside of the floodplain is not feasible as it would require all feeding and branching lines to be reset into the water line in the new location, making this action cost prohibitive. 

(2) The no action alternative– The no action alternative would adversely impact social or economic resources for the community as the waterline provides drinking water to area residents.
